From Fluff to Buff: Turbulence Gate
Cloudian - Turbulence is the only cloudian that requires the removal of only one Fog Counter to use its effect, which special summons the level 1 200/600 Normal Monster Cloudian - Smoke Ball from your Deck or Graveyard. Since it counts itself when summoned, that means if you summon Turbulence on its own, it gets one Fog Counter that you can use immediately to summon Smoke Ball. Combining this with Tannhauser Gate, and you have 2 Level 5 monsters, perfect for summoning forth ZW - Lion Arms.

Our Weakness is our Strength: Eagle Claw
Since the Cloudian's main weakness is their low ATK, this ZW is a blessing. Combining the damage you will undoubtedly take with Upstart Goblin, and getting out this ZW is easy.

Patience is a Virtue:
Since Cloudians can't be destroyed by battle, it means that they will stick around a turn for you to summon a second one for an effect and a Xyz Summon.

Give me what I need:
Moray of Greed lets you shuffle Cloudian - Smoke Balls from your hand (where they can’t be summoned by Turbulence) to your deck (where they can). It also lets you shuffle in early game Storm Dragons, and Cloudians whose effects wouldn’t be helpful at the time.

Optional Techs:
Chaos Xyz: Dark Fairy Cheer Girl can be run in this deck due to all Cloudians being Fairy-type. Abyss Dweller works excellently since all of the Cloudians are WATER. Salvage can let you recover Cloudians from the graveyard. The Heralds can let you negate frequent cards your opponents use, as well as put Smoke Ball from your hand into the graveyard. Celestial Transformation and Valhalla, Hall of the Fallen can let you Xyz Faster, at the cost of a Cloudian’s effect. Since none of the Cloudians activate in the Hand, and the ZWs aren’t treated as starting a chain, Mind Drain makes an excellent side deck card.

There is no doubt that there are some great techs in the deck
ofcurse some changes I could think of , as all , each one has his own style of making/building decks xD

but the idea is really great , I will test that deck ASAP
