You cannot Special Summon during the turn you activate this effect.

Card Car D gives you a quick way to draw cards.
Every deck benefits from drawing cards, so every deck can take advantage of Card Car D.
This card is mostly seen in the OCG ( Bubble Beat, Inzektors, Wind-Up, Exodia, Frogs and Burn deck variants ).
A Fader-abusing, Tragoedia-spamming, and Gorz-dropping deck could really be good with this.
A card that is also effective in Geargia/ Machina Gadget builds because it can give you that extra 2-draw option to get some backrowcards in hand.
Skill Drain cant negate its effect so thats also a plus in todays meta where we see more and more anti-meta variants.
You cant Special Summon when you summoned Card Car D and used its effect so be aware that you set traps/spells before making that crucial play with him.
A bad hand? No Veilers, no Maxx " C" 's, no Rabbits...Maybe Card Car D can offer you a way out to set up your big plays on the next turn!!!
Card Car D suffers from cards like Veiler and Chain Disappearance but every card you play is a risk.

Conclusion:

Card advantage normally equates to winning games.
Yes, you loose your summon for the turn, but the + 1 advantage can more than make up for the lack of field advantage on the next turn.
Card Car D also makes a nice complement to Pot of Duality as both cards prevent you from special summoning and both cards give you draw power.
